Changes to Feed Hygiene Regulations

From 1 January 2008 the EC Feed Hygiene Regulation will apply to virtually all business producing feed. This includes livestock farms producing animals and animal products for human consumption, and arable farms growing and selling crops for feed.
Who do the Regulations apply to?
From 1st January 2008, the Regulations apply to most farms and businesses that produce or use animal feed. This includes all livestock farms that produce food products for human consumption, as well as arable/produce farms that grow/sell crops for use in animal feed.
Why are the Regulations needed?
To ensure that animal feed is produced and used safely and can be traced in the event of a food / feed safety incident.
What do farmers need to do to comply? 2 basic steps:

1. Ensure compliance with basic feed hygiene

E.g. ensure feed/crops for use in animal feed are protected against contamination and spoilage; equipment for mixing, storing and transporting feed/crops for use in animal feed is clean; maintain records of feed/crops used or sold. (Following the principles in the Industry Code of Practice for On-Farm Feeding will help farmers comply with the Regulations)

2. Decide if a statement of compliance is required?

• Livestock farms Livestock farms which use purchased or home produced feed, or mix feeds without additives.
• Arable farms growing or selling crops for feed to livestock.
Farms mixing feeds on farm with additives and premixtures [such as vitamins A and D and trace elements (copper, selenium, zinc etc)] or mixing feeds on farm with compound feedingstuffs which contain additives.
Yes - statement required No - statement not required (farms should be already registered under previous legislation and notified their local authority by 1 January 2006)

 

Completing the statement of compliance

  • Print out a copy of the statement of compliance template (see below).

  • Complete all the relevant contact details, confirm the farm's activities and sign.

  • Send the completed statement to the local Trading Standards Office. There is no fee for making this declaration.

Will farmers be inspected to check compliance?
Some farms and businesses could receive an enforcement inspection by Trading Standards to check compliance with the regulations but as assured farms will already have demonstrated compliance with the regulations by meeting their assurance standards, this will be less likely.
